Physical measures and policy instruments for flood risk reduction

WHAT IS THE TOOL ABOUT
This information tool is designed to provide information about existing measures and instruments of flood risk reduction. It aims at giving a complete and systematic overview of all known types of physical measures and policy instruments that are used to reduce flood risk resp. flood damage. (The data base concentrates on measures and instruments at so called project level. It leaves aside broad scale programmes such as transnational cooperation or plans or evacuation plans.)

The tool offers three main functions:

1) Information about existing measures and instruments

The information tool presents almost 100 measures and instruments hat can be applied with the aim of flood risk reduction. It provides brief descriptions of their functioning, intended effects, possible side effects as well as about their applicability in the flood risk management.


2) Selection of measures and instruments

The user interface below allows the selection of measures and instruments following two different classifications and in combination with additional parameters describing further the intervention (Phase and permanence of interventions).

2.1) The first classification is based on functional patterns of measures and instruments. The user can select interventions of interest either by narrowing the choice at either of the three hierarchical levels. The first level offers the general distinction between physical measures and policy instruments. In the second level these are differentiated into seven groups based on the general functional character by which the interventions interact with the flood risk system. The third level differentiates the functional groups into 19 types of intervention which describe the concrete manner of intervention.

2.2) The second classification describes the principal approach to flood risk reduction in the fields of hazard and vulnerability.

2.3) Descriptive parameters allow the further narrowing of the choice by selecting additional  parameters describing the interventions application in the phase of flood risk management and the permanence of interventions.


3) Further information over an interactive platform

The tool offers an information platform for the exchange of experiences regarding certain measures and instruments. Here, measures and instruments are substantiated by the description of really existing cases, which supply experiences with implemented measures and instruments. These cases can be viewed using the link in the ‘example’ column of the table received upon submission of the selection below. A registration interface allows the submission of additional cases to the data base by the users of the tool. Newly registered cases are uploaded to the website upon approval by the administrator.

The selection can be narrowed through selecting certain intervention groups by using one of the two classifications (1. or 2.). The classifications cannot be used in combination.

Additionally, the selection can be narrowed by choosing attributes describing the interventions application in the phase of flood risk management and the permanence of interventions (3.). These can be used separately or in combination with one classification.
